On 5 January 2018 the Government of Georgia signed a credit agreement with the European Bank for Reconstruction and Development. The agreement funds the final rehabilitation works at Enguri HPP, under which a range of works is planned.
Phase IV of the Enguri HPP rehabilitation covers construction, rehabilitation and monitoring works: the rehabilitation of the Enguri pressure tunnel and the installation of a long-term tunnel seepage monitoring system. Also planned are the rehabilitation of the adits leading to the pressure tunnel; repairs to damaged sections and walls on the sloping part of the spillway at the Gali reservoir dam (Vardnili HPP); lining the initial section of the tailrace canal with reinforced concrete and carrying out drilling and cementation. The same works include strengthening the collapsed section on the right bank of the outlet canal in the tailwater of Vardnili HPP 1, and a monitoring network for the Khoko landslide on the left slope of the Enguri reservoir.
Phase IV also covers hydromechanical works: repair of the turbine penstocks, and reconstruction of the bypass of the intake disc gates and of the seals on the dam's deep spillway gates. At Vardnili HPP II, the spillway gates and lifting mechanism are to be supplied and installed, and the diversion weir and hydromechanical equipment carrying water from the natural bed of the river Enguri into the Vardnili HPP 1 reservoir are to be rehabilitated. The electromechanical works foreseen by the project cover the partial renewal of equipment at the Enguri distribution substation and the complete replacement of the power supply system of the Enguri dam. The rehabilitation also includes clearing sediment deposits from the zones of the Enguri reservoir close to the dam.
Phase IV further includes the construction of a 14-kilometre concrete road (from the Abkhazia checkpoint to Enguri HPP) and the restoration and strengthening of collapsed sections on the road leading to the tunnel. A separate component of the project is the development of a meteorological monitoring and data processing system for the catchment basin of the river Enguri, together with the installation of a meteorological station and the corresponding equipment.
